Meson is the king of cross-platform build systems these days. This adds a build-system for that.
Since this is entirely new, I don't plan on removing the old build systems right away. We should probably do at least one release where we deprecate the old build systems first.
But I'm not even doing that here, just adding a new one. Kinda kicking the tires here.
