Description of the Issue

I'd like to kick this suggestion back up from the now-closed #15912. It's strange and unintuitive to me to have an empty space where the close button should be on inactive tabs. It doesn't really improve the readability of the tabs for me, and actually makes it more difficult due to the unnecessary wasted space. Plus, it's an unnecessary hindrance to need to hover over the tab first before the close button becomes visible.

Describe the solution you'd like.

I would like there to be a simple toggle to restore the old UI with the close button visible on every tab.
