Description of the Issue

These two config files should be automatically created by the program if not present, but are present in the 7z/zip portable packages.
This results in customizations being vanquished when someone updates a portable instance manually.

Steps to Reproduce the Issue

1. Get a 7z package of np++
2. unpack it to an older version's folder to update it.
3. Since the package includes the mentioned files all custom settings there are now reset to default.

Expected Behavior

All config files should be created by the program, neither should be present in the package.

Actual Behavior

Package includes config files with default values, which then overwrite user set configuration.
