Description of the Issue

During the installation phase of the installer when it goes to register the context menu entry..
it is stalling for at least a minute or two.. on Windows 11 PRO fully up to date OS.
eventually completes after a few minutes.

Steps To Reproduce

1. run the v8.9.3 NP++ installer and get to the last part of the install which is the registering of the context menu entry dll.

Current Behavior

it is stalling there for a while

Expected Behavior

it should not take a few minutes to register a single dll.

Debug Information

n/a or I don't have any at this time.
