Description of the Issue

There is regression with https://github.com/donho/notepad-plus-plus/releases/tag/RC3.
I cannot use my custom model shortcuts.xml and contexMenu.xml in portable folder to create shortcuts.xml and contexMenu.xml in appdata user folder.

Steps To Reproduce

1. Have portable Notepad++ with model shortcuts.xml and contexMenu.xml
2. Rename doLocalConf.xml and open Notepad++
3. Open installed Notepad++ original shortcuts.xml and contexMenu.xml are use.

Current Behavior

Cannot copy custom shortcuts.xml and contexMenu.xml

Expected Behavior

Copy custom shortcuts.xml and contexMenu.xml.
Or use shortcuts.model.xml and contexMenu.model.xml.
