[BUG] Applocker blocking starting up Notepad++ if Publisher is used #16971

Description of the Issue

It looks bit related to #16752
Because of the certificate now being self-signed i have added the Root certificate to the Trusted Root certificates and Trusted Publishers.

But even with this we still get the app blocked by appblocker while the Test Applocker policy gives back allowed.
Am i missing something to make this work?

Steps To Reproduce

  1. Use applocker
  2. Install the certificate to the right places in local machine storage
  3. Add Notepad++ with Publisher to the Applocker policy to allow
  4. Open Notepad++

Current Behavior

Applocker says notepad++ is not allowed

Expected Behavior

Notepad++ should be able to start
