[BUG] <title>Fold all is unfolding when clicking on another tab #16670

Description of the Issue
Notepad doesn't remember which tab was folded.
It was working correctly in 8.7.8
It stopped working in 8.7.9
Steps To Reproduce
- Open 2 tabs
- Fold all in the first document
- Go to tab with second document
- Go back to first one
Current Behavior
First document is not folded any more.
Expected Behavior
First document should be folded.
