[BUG] Changing toolbar icon set doesn't change to matched panel icon set #16595

Description of the Issue
Indistinguishable icons for Notepad++'s built-in docks like: Document Map, Project Panel, ASCII Codes Panel, Functions List
when user switches between dark and light modes.

Steps To Reproduce
- Switch between dark and light modes.
- Choose one of the Fluent icon options in Preferences » Toolbar.
- Open some of the Notepad++ built-in dock panels mentioned above. Preferably stack them all along one side. If you had started Notepad++ in light mode, you would see this in the dock panel tab selection area:
- Switch to Dark mode. You will now see this in the dock panel tab selection area:
Current Behavior
Showing in 4 as above.
Expected Behavior
The icons should be visible.
