[BUG] 8.7.9: Lost folding handles on refresh of an already opened file #16344

Description of the Issue
A file (382KB) is already opened in npp 8.7.8 and shows the folding handles.
The file is refreshed externally and npp has once again focus and loads the refreshed file.
The folding handles are not showing anymore.
After a long time, like 3-5 minutes, the folding handles finally appear. Way to long!
The use of the menu View->Fold something does not do anything in this case.
At least, 8.7.6 allowed a way to get the folding handles back.
On npp 8.7.6, the folding handles would not 'always' appear after a file refresh BUT I could move the file to the other view and back and the folding handles would re-appear. Not anymore.
Steps To Reproduce
- Does not happen all the time. No way for me to reproduce consistently.

Expected Behavior
That folding handles appear in a timely manner or provide a way to force a refresh of the folding.
