[BUG] Plugin Admin does not remove plugins #15673

Is there an existing issue for this?

Description of the Issue
The Plugin Admin installs but does not remove plugins
Steps To Reproduce
- Check plugin to remove
- click remove
- Notepad restarts
Current Behavior
the plugin is still present
(This also happens with NPP started as Administrator.)
Expected Behavior
plugin is removed
