Description of the Issue

Users want to be able to add user-defined tag names or attributes to the HTML parser via the Style Configurator GUI. (One such request is in the Forum, https://community.notepad-plus-plus.org/topic/25741/html-user-defined-keywords)

Describe the solution you'd like.

Associate the instre1 keyword list with HTML TAGS style, and enable the user-defined keywords box.

@mpheath helped with the details, and asked me to do a PR (and I'm creating the issue first).
