Description of the Issue

While using Mouse Wheel Scrolling in Shortcut Mapper, if there's no scroll bar in some pages (Macro or Run command), Mouse Wheel Scrolling scrolls lines toward up, so lines are hidden.

Steps to Reproduce the Issue

1. Open Shortcut Mapper.
2. Switch to a page where there's no scroll bar (Macro or Run command).
3. Mouse Wheel Scrolling.

Expected Behavior

Mouse Wheel Scrolling does nothing.

Actual Behavior

Mouse Wheel Scrolling scrolls lines toward up, so lines are hidden.
