Description of the Issue

I have used the TextFX plugin for many years. Recently it was added as available through the Plugin Admin, but has since been removed.
When upgrading to 8.4.4, the plugin menus for TextFX are gone. The Plugin is NOT in the "disabled" folder.
Downgrading to 8.4.2 allowed the menu to come back.

Steps to Reproduce the Issue

1. Install NPP 8.4.2
2. Install the TextFX plugin and restart NPP. Observe that the TextFX menu is visible.
3. Upgrade to NPP 8.4.4 without changing anything else
4. Restart NPP and observe that the TextFX menu is missing

Expected Behavior

I expected the TextFX menu to remain (and functionality to remain)

Actual Behavior

The menu and functionality were removed.
