Description of the Issue

When Npp is switched to the RTL layout, the docked windows sizing works in inverse as shown in the gif below,

Steps to Reproduce the Issue

1. Open Npp and switch to a RTL language, restart for full effect.
2. Enable any dockable window and make sure they are docked.
3. Change the window size.

Expected Behavior

Follow the cursor when changing the size.

Actual Behavior

changes the size in opposite direction to the cursor.
