Description of the Issue

The document list allows a context menu on the current open files. This context menu also appears when a file is not selected,
Which should not be the case. It should appear only when a file is selected.
The below gif demonstrates the problem.

Steps to Reproduce the Issue

1. Open npp
2. Toggle Document List Panel
3. Right click inside the Document List Panel without having any file highlighted in it.

Expected Behavior

No context menu should pop up

Actual Behavior

a context menu pops up.
