Steps to reproduce
- Boot into Windows
- Open Task Manager and filter for "terminal"
- Open Windows Terminal
- Observe Windows Terminal task in Task Manager
- Observe that no Windows Terminal Window appears
- End Windows Terminal task
- Repeat steps 2-6 as many times as desired, same result
- Run Windows Terminal as Administrator
- Observe the Windows Terminal opens
- Close Windows Terminal
- Open Windows Terminal as non-Administrator
- Observe Windows Terminal opens as normal

Expected Behavior
Windows Terminal should not require being opened as Administrator before the user is able to open it as a non-Administrator.
Actual Behavior
I had to open Windows Terminal as an Administrator before it would allow me to open it as a non-Administrator.
