Steps to reproduce

  1. Open a new Windows Terminal instance
  2. Split pane right (e.g., Alt+Shift+=)
  3. Switch focus back to the left pane with Alt+Left
  4. Hold down Alt+Shift+Left to continuously shrink the left pane

Expected Behavior

The pane shrinks to its minimum width and stops. Terminal remains responsive.

Actual Behavior

The terminal becomes completely unresponsive and must be killed.

Note: This is similar to the previously fixed #7416, but that issue required a stress test program flooding the terminal with output. This reproduces with an idle shell - no special program needs to be running.
